The influence of Neo-Western and Noir on the 3 movies

Are the movies Blade runner 2049, No country for old men, and The assassination of Jesse James West by the coward Robert Ford influenced by Neo western and Noir films? I ask this because for the IB diploma I’m doing a in depth study into these three films and wondered if Mr.Deakins would considered these valid influences.
